I'm not in a romantic relationship with Yomi, he is my boss, I enjoy taunting him and facing the consequences for doing so.
2) Personal opinion
Yomi doesn't have empathy for people. He is egoistic, he prioritizes personal feelings and focuses on the ideal image that he wants others to see in him. He used "love", he did illegal actions for money, with him, power is the only thing that can help him be Yomi Hellsmile - the Peacekeeper director. If Yomi loses his position of power, there will be nothing left of him, there will be no Yomi.
I like when he said Seth put the Peacekeeper's honor at stake; when he kicked Martina for not having enough submarine explosives; when he demanded to arrest Yuma for planting the bomb and contributing to the flooding of Marunomon; when Yakou was stabbed in the lab and Yomi got angry for not being able to "finish" his justice. He kept telling how other people would think about him, how he would be a bad punisher, a half-hearted justice. All of that above, it's just about himself. No, he doesn't care if subordinates make mistakes, kill people, or do evil things. He only cares WHEN it affects the ideal image he sets. Seth wouldn't have been punished if he had handled the news of someone investigating Nail Man, Martina wouldn't have been punished if her wrong judgment hadn't been exposed in front of the entire Aetheria audience, Yomi wouldn't have gone all the way to arrest Yuma if Marunomon hadn't been flooded and bombed.

I think he was quite satisfied with his Peacekeepers (including his personal advisor) before Yuma came. Because they were not doing things that harmed his position. He let the Peacekeepers abuse their power, as long as it was in the name of "justice", as long as it didn't get out of his control.
Yomi doesn't understand Makoto, because for him, having power means showing it off, saying it loudly to everyone, appearing in public and actually "doing" something. Makoto has power, but chooses to protect everyone in silence, Yomi thinks that not seeing = not doing anything, and he is disgusted by people who hold power and "do nothing", he calls it hypocritical and he is more suitable than Makoto. It's quite funny that Yomi is the type of person who climbed to the top by himself (although he used an illegal way), instead of having connections and paving the way straight into the company. He hates people who have power more than him and can easily oppress him, he hates having a sword hanging over his head that can fall down and cut off his position of power at any moment.
